Performance tuning for ORACLE applications

We are using Oracle 7 and had experienced some problems in tuning the
performance. The analyser is supposed to optimise the performance of the
applications. However, it only does so for the first few runs; after that the
performance degrades substantially. It improves again if we run the
optimiser periodically. I don't think it is supposed to be like that. Did we
do something wrong? Anyone have any experience with this?
