SQL server

Does anyone know of a public domain SQL server, ala SMTP or NNTP? THis type of quasi-human query/response seems a natural for databases in a networked environment. Since very little in the database world is standard except SQL, having a vendor neutral way for clients to talk SQL to a server seems like an obvious win. I'm only familiar with Oracle, where you have to buy Oracle software on your clients as well as the server.

        At first examination, it doesn't seem to hard to implement using Pro*C dynamic SQL method 4, but I could (and probably am) missing something.

Are there any licensing issues with this scheme?
