ORACLE version 7

We are interested in any info on ORACLE DB v7, particularly :
  1). in data base triggers & stored procedures

      ( or maybe they are the same thing?). Do they exist?
      We were told they do.
  2). how an event (update, delete, etc.) can be recognized
      outside of transaction which invokes it?

  3). Info on ORACLE ALERT & PRO*C will be highly appreciated.
