LIST_VALUES vs. EXECUTE_QUERY in Forms30

It appears that when a LIST_VALUES(RESTRICT) is run, that it sets SYSTEM.BLOCK_STATUS to either CHANGED or NEW, compared to EXECUTE_QUERY, which sets it to QUERY.
Why are these two different, and is it possible to execute a LIST_VALUES without Forms attempting to re-insert data which already exists in the database?
