Did you notice a checkbox in the installer 'Administration Settings' screens? ('Configure this as an Adminstration OC4J instance') If you do not check this, AS Control is not installed (just found it out the hard way on one of our own installations). Don't know if it's there in all installer types, I used the 'SOA Suite' installation set.
