All Oracle software is free for personal use and they don't insist it
is for non-commercial use. In fact they would probably prefer it if
you were going to make huge amount of money when you deploy the
software because that is only time you need to pay for it. The
development tools are always free and there is also a freely
deployable version of the database which differs from the full version
only in the amount of hardware it can utilise. Look here
