No, but there are guidelines to GUI design. One of them explains what the options are when a poplist gets too long.

The (well-known) poplist with countries of the world is a prime example of a list which basically is too long.

There should be a pre selection screen (e.g. continent); but because everyone uses the shortcuts (start typing), there's no burden.
