When you get the missing plugin notification, you should be able to click on it and say "install manually" and it'll take you to Sun's site where you can d/l the java plugin. I recently setup 10g on a Linux AS 4.0 box and had to install java plugin 1.4.2_06 to get it to work.

Basically, d/l the plugin and unzip it
put the directory it creates somewhere (I used /usr/java) go into your Firefox plugins directory and create s symbolic link to whereever you just put the plugin files. Close any instances of Firefox
Open Firefox back up
enter about:plugins in the address bar and you should see the plugin you just installed
Try to run Forms 10g.
