looks like you've got it

essesntially, POST-FORMS-COMMIT refers to the COMMIT processing that FORMS does
and POST-DATABASE-COMMIT refers to the COMMIT statement issued to the database

there used to be a manual someplace that had flow-charts for all all the forms events, not sure if that's available online or not
