Oracle 9.2.0.1 Migrating Workbench

I can't install migrating workbench.

I looked at the installation CD and there is the appropriate folder but the installation program can't find it.
The system is Windows 2003 server and oracle version in 9.2.0.1. I couldn't find nothing in the Oracle site.
