WebUtil installation: java.lang.IllegalArgumentException: DER Value conversion

running WebUtil with Developer Suite 10g on XP-SP2, running Forms under OC4J (orion web server)

installed per user's guide and release notes

able to view beans at design time (webutil canvas shows all bean version strings)

cannot find beans at runtime

java console reports 'java.lang.IllegalArgumentException: DER Value conversion'

attempt to call WebUtil function returns W-015, indicating bean not found

viewing webutil canvas at runtime does not display any bean version strings

anybody got a clue?
