What command are you using to run Sqlplus? Did you read the install docs?

Oracle client tools are installed by default with server install. Make sure you have ORACLE_HOME, ORACLE_BASE exported and also include ORACLE_HOME/bin directory in the path... then $ sqlplus /nolog
