Oracle JDeveloper 10g has full support for Struts with a visual page flow modeler.
It also has visual editing of JSPs with a WYSIWYG editor.

And the biggest differentiator in my opinion is the Oracle ADF framework that let you visually build your application reducing the amount of coding you need to do.
