Oracle JDeveloper 10g has full support for Struts with a visual page
It also has visual editing of JSPs with a WYSIWYG editor.
And the biggest differentiator in my opinion is the Oracle ADF framework that let you visually build your application reducing the amount of coding you need to do.

The best approach to decide is to take the two tools for a hands on
