NLS Parameter

I am using Oracle 9i. I am able to login and user SQL plus. But while trying to use other tools for oracle such as TOAD OR SQL NAVIGATOR, I am getting folloing error:

ORA-12705 - INVALID OR UNKNOW NLS PARAMETER VALUE SPECIFIED Please help me.
