Columns in Oracle Reports

My initial approach was to have a repeating frame with the "print direction" set to "down/across", and then place a regular frame at the bottom of the right column to stop the repeating frame. The result was that the regular frame didn't stop the repeating frame, even after setting "Print Object On" to "All Pages".

I also have a lower level repeating frame inside my primary repeating frame, so the primary repeating frame has to be expandable. Because the actual size of the primary repeating frame is unknown, I can not use the "Maximum Records per Page" option to solve my problem either.

Is there a way to solve this problem in Oracle Reports, or is my best bet to shorten the left column to make it the size of the right one.
