No where on this planet.
But you will find sqlplus.exe on every Windows server and client machine that has an Oracle home. And that is the DOS client assuming, by DOS, you don't really mean DOS but rather the Windows command line. Well it really is DOS but the folks at Microsoft hate it when that is pointed out.
Look in $ORACLE_HOME/bin.
