Have you considered looking at the Workflow, message queue (called Advanced Queue) and 'Busienss Event' capabilities that are included with the Oracle database?
These seem to meet many of your requirements (inlcuding the email/notofication), and through heterogeneous serevices can interact somewhat with a mix of databases.
