Oracle9i Reports Developer hangs

i installed Oracle9i/DS Release 2 (Business Intelligence option) on my Win2k workstation in a separate oracle_home as my Oracle9i db.

i installed Oracle9i/DS Release 2 (Business Intelligence option) on my Win2k workstation in a separate oracle_home as my Oracle9i db.
When launching
Oracle9i Developer Suite -> Reports Developer -> Reports Builder the splash
screens shows up but it remains there without starting the application.
