Assuming you mean client-server Forms (not web Forms) then the answer is no - you need to install the Forms and Reports runtime applications on the PCs. A Forms "executable" (FMX file) is not executable under Windows directly (like an EXE), it is really a data file in a format that is only meaningful to the Forms runtime application.
