Some hints for possible errors/configurations, from client to database:

- you have not set up Net8 on the client,
- you have not configured Net8 (tnsnames.ora) for the target service
- you have not associated the tnsnames.ora service with a
host/port/service
- the server identified in the client's tnsnames.ora is not listening - the server's listener does not recognize the requested service in it's own configs
- the configs poiint to a service that's not available - the service is not a database instance
