That error means the tnsnames.ora file entry for where you are trying to connect is invalid..It has some error that prevents the client from finding the proper host or service_name ...
Be sure the Oracle instance is up and running and that your parameters in the tnsnames.ora file are correct.
Try a tnsping to see if the listener is actually running...
