Install Oracle 8 and Developer/2000 ver 6 on Windows 2000

OS: Windows 2000
Oracle 8
Developer/2000 ver. 6
Problem at installation, if Developer not installed on machine, database install successfully, but if Developer first install, after when install database immediately crashed installation procedure. Where is promblem ?
