I experienced similar problems, but just with TOAD. Since some time (maybe it was the last Update for TOAD or a changing of the $ORACLE_HOME variable) I can open some connections and suddenly TOAD says, that it can not resolve a service name for a new connection. I just restart the whole thing then, and everything works fine. Well, not the true solution...
