   In Oracle Workflow you define your process and each stage in the process is nothing but a PL/SQL program which may take an "in" parameter and spits out a "out" parameter. Once you finish designing the business process and you create this on the database it not thing but a PL/SQL package with lot of procedures and functions.

    Oracle Workflow can be used stanalone and it does not need OAS or Web DB. Although you need to install PL/SQL toolkit and OWF objects.
