Oracle Configurator vs. Forms

We are currently using Forms 4.5 and our Oracle consultants are recommending that we use Configurator instead.
I don't know much about Configurator except that it is suppose to be a front end for Order Management.
What features are missing from Configurator? Menus? Record locking? Security? etc? Can Configurator be used to create full blown applications?
Any advice would be greatly appreciated.
