forms passing where clause to reports and 904 error

Problem:
The Report constructs a where clause that is passed to the report. Running [Quoted] the two as C/S works just fine and the report is produced. But running the [Quoted] same as Web causes an ORA-00904. And, it isn't like this is the only Form/Report combination, we have many others that run just fine.

ORA-00904 invalid column name

Cause: The column name entered is either missing or invalid.

Action: Enter a valid column name. A valid column name must begin with a letter, be less than or equal to 30 characters, and consist of only alphanumeric characters and the special characters $, _, and #. If it contains other characters, it must be enclosed in double quotation marks. It [Quoted] may not be a reserved word.

Question:
[Quoted] Is this some know problem? If so, please share the solution, or the direction in which we need to look for the solution.
