Oracle equivalent of Java Unescape function

I am getting parameters in the Oracle Report Builder 6i, from the URL, now these parameter strings are normalized using escape function of JScript.

So char ',' gets escaped with "%2C" and so on.

Could anyone tell me how can unescape these parameters at oracle level once i get them in my parameters.
