Restricted procedures in oracle forms

Does anyone have any idea why Oracle Forms have restricted built ins. It causes a lot of problems when the design requires real time updations to happen to other fields. The simplest example is clearing a detail block when a field in header block is cleared.
I know timers exist but the best part is in web deployed mode, even the timer is not guranteed to fire in the time or sequence specified.
So just wondering, why restricted procedures in first place ??
