Menu problem in WEBForms

When I start my WEBForm app, there is a menu string

When I start my WEBForm app, there is a menu string
"MessageManager: key MENUWINDOW bundle oracle.forms.engine.RunformBundle
excEption java.lang.NullPointerException" with selections :
-MessageManager: key MENUCASCADE bundle oracle.....
-MessageManager: key MENUTILEH bundle oracle.....
-MessageManager: key MENUTILEV bundle oracle.....
inserted into main menu.
Otherwise the menu works ok.
This is somehow related to NLS_LANG SLOVENIAN_SLOVENIA.EE8MSWIN1250, when
I use AMERICAN_AMERICA...., then this string doesn'a appear but my national
charcters are
changed to "?".
- Can anybody suggest solution or hint ------
My configuration:
-Developer 6i, patch 9 (6.0.8.18.3)
-Jinitiator 1.1.8.16
-IExplorer 6.0 or Netscape 4.7
-DB 9i
