Report Builder: Underlining full/blank fields

New to Oracle Reports. The printout I'm working on is a simple one-page form. What is the easiest way to have entire data fields underlined? I've used the underline button on the toolbar but that only underlines data whereas I would like to turn underlining on for the length of the whole field (even if the data only comprises 1/2 of that field) and also for fields that are empty.
