As a general guideline, you need at least Service Pack 1 installed (but SP2 is better).
You can look if there's an InstallActions.log in C:\Program Files\Oracle\Inventory\Logs (or in some other place under the Oracle dir) with details - but if the installer does not even come up I doubt that is the problem.
