ODBC connection from XP to Oracle 9i

I installed sucessfully the database on a win2k machine. i can see all the tables and users, etc. when i go to my XP machine i cant make a connection via ODBC. I downloaded the latest driver for it. (9.00.12.00) and used the universal installer to install it. When i get to the point to test the connection it says it can't connect. I tried it with the Microsoft drivers as well and get the same response. Anyone out there ran into that problem?
