[Quoted] Your question is without meaning. You can set up an internet bank with 3x5 cards. I'd be a bit more concerned with the millions of dollars you need in reserves, for accountants, and for lawyers to get you past regulatory agencies so you don't end up doing 20 years to life.
And if you have that much money you hire experts who know Oracle. And they will take a minimum of three months to answer your question if they know what they are doing and do it well.
