There is a known hanging issue with the Oracle Universal Installer at Windows versions lower than 1.7.1.9.0 with Pentium 4s - it's related to the symcjit.dll file. There is a reference to this on Metalink (Note:131299.1). The workarounds are to either download a patch and replace the symcjit.dll or copy your CD to PC, rename/delete the symcjit.dll file and then run setup from the install\win32 directory.
