Discoverer

I have been asked to prepare a proposal on discoverer. I think the Gods must hate me, since I know nothing about Discoverer. I am the junior Analyst, with just over one year of Oracle experience. I have to figure out what our startup and ongoing cost would be if we descided to go ahead of with it. We are an organization with ~150 users, only about 20 users would be using Discoverer. It should also be mentioned, that we are already licensed for discoverer, so there is no cost for the program. But I need to figure out the other costs.

How much training does the administrator require, inorder to support Discoverer?
Do the end users require formal training?
How long does Discoverer take to setup, does it require it's own box, or can it be run of the same box as the database.
If anyone has any opinions on Discoverer, they would be greatly appreciated.
