Adding html to the base frame of a frameset

For our report we use the parameter PAGESTREAM=yes. This means that we have 3 html files generated for us :-
61882612_1.htm - our actual report output 61882612j.htm - the page navigation html/javascript 61882612.htm - the base frame html

The problem is that we want to add a title to our report using the html <title> function. When this is placed in any of the before_report html or before_page html the <title>My Rep</title> gets put into 61882612_1.htm and not 61882612.htm (the base frame).
