In a properly installed Unix system, any Unix user member of the dba group
should be capable of using
connect / as sysdba
In a properly installed NT system, any account member of the _local_
ora_<sid>_dba group should be capable of doing this.
SYS doesn't automatically have SYSDBA privs.
You need to change remote_login_password_file in init<sid>.ora from none to
[Quoted] shared to allow connect SYS/password as SYSDBA
Further details in the Oracle Server Administrators Manual.
