Cannot start Management Server sevice on 2000 Server.

After a clean fresh windows 2000 server install(sp 2). I tried to install oracle 8.1.6. The product installs successfully. By, default the Management Server service is set to manual (along with Agent, Client Cache and DataGatherer). While each of those services can be started, the Management Server service fails to start. Here are the error messages for a single failure event.
