Developer orainst error

Installing Developer 6i on HPUX 11. Get error:
agent_net_common.vrf(1): Start block token when 'End of File' found.
Nothing helpful on Meta-Link. Have an oracle case open but no resolution. I've installed it on 2 other boxes configured the same. One difference is this is an HA cluster and I have two instances running on it. Do the DBs need to be shut down just to install developer (dosn't nake sense to me)?
