Report 6 on a pre-printed form

Dear all,
We are trying to print a bit-mapped report on a pre-printed form, but report output is varying from printer to printer and win95 to win98.
We have zeroise the margins in report as per reports manual, but at the time of printing, page setup shows margins on the basis of printer driver selected.
There must be some way to make output independent of printer selected.
What am I missing? Can somebody gives some useful hints? I will be grateful.
