WebDB/Portal development over Internet?

A real newbie question. Want to do DB development over the internet. I assume that WebDB/Portal will allow me to do this. A little unclear, though, on how to set up the DB machine (Sun) for internet access and any security concerns I should have.
Any help or pointers to documentation would be appreciated.
