Developer 6i and Personal Oracle 6i

What I can not do is start up forms and connect to the database. I run the listener first, then start the database, then bring up forms and try to connect. If I enter a string for the database, I get the "TNS: Could not resolve service name" message. If I leave the field blank, I get the "TNS: unable to connect to destination" message.
