No you can't use the job queue command in pl/sql as it is no pl/sql which is involved. It comes with its own (optional) report server. Yes you can customize control breaks and it is very flexible to using if has to be implemented with selects from dual; (at least that was true in previous versions, and there is no reason to assume it changed)
