In this case - as you has written - it must be on the Designer CD. Maybe it can be located only in uncompiled form (the .PLL format is enough for Designer to generate). If you can locate it on the Designer machine (or on the CD), you can simply compile it into .PLX (I don't suggest using .PLL-s in the runtime environment, just .PLXs).
