Discoverer Administrator and User Edition (3i in this case) will need to be installed in their own default home *before* installing the 8.1.6 database in a separate home. This will require removing the current installation and cleaning the settings from the registry.

This seems to be a common Oracle installation problem with other products, such as Developer, when dealing with multiple homes. Multiple homes are necessary sometimes because the products have different versions of some of the components.
