oem for remote database

i am able to bring up enterprise manager for a local instance, and now want
to connect to a remote db.
i can access the remote db with dba studio, and
can connect using net 8 config as well.
when i bring up the em, and use the discovery tool,
i get the following error:
discover failed: VNI-4009:
Cannot contact agent on the node. Agent may be down
or network communication to the node has failed.
The remote db has the agent started, if check with
lsnrctl
LSNRCTL> dbsnmp_status
The db subagent is already running.
presumably, i have entered the node name correctly, otherwise
i get another error. So it seems to be trying to connect...
Not sure what other files i might have to change or examine.
the remote db has apparently created the files
snmp_rw.ora snmp_ro.ora ...
do i need to change these in any way?
do i need a topology file somewhere?
any body have a clue...?
