Top Sessions?

[Quoted] In the 8.0.5 client (at least I think it's in the client, that's the directory where I have it), there is a utility called Top Sessions (vms.exe) that shows the top users of resources, and allows you to query the SQL and the explain plan for what a user is doing at any moment in time. What is the equivalent in the 8.1.6 client, and where would it be located, i.e. what CD? Is it part of the client or is it located somewhere else?
