Alan's reply is correct, although he doesn't give the description for each user-name/password.
Since I assume you downloaded Oracle8i, Release 2 (8.1.6) for Windows 98, look in the subdirectory /doc for an Adobe Acrobat Document named A85314-01. The document is the "Oracle8iPersonal Installation Guide for Windows 98". Look at the section titled "User Names and Password", page 6-2., for more detailed information.
For SYS/CHANGE_ON_INSTALL, don't forget to change the password, i.e: SQL> alter user SYS identified by new_pass-word;
