 It sounds like you are not even invoking the Storage Mgmt. software (Legato in your case, Veritas in mine). When it works for us, the allocate command succeeds and returns messages stating the version of Veritas that we are using.

 There needs to be a sym link from $ORACLE_HOME/lib (or lib64) called libobk.sl (or libobk.a for 64-bit) to the Legato executable. Does that exist? In 8.1 you can make the link without bringing down oracle. In otherwords, you don't have to relink Oracle.
