How many ways can you skin a cat!
Would something like this do the trick?
select role, name
from proceed pr, party pa
where pr.number0 = pa.fk_proceednumber0
and pr.last_timestamp < sysdate
Not sure why you need proceed.type for though? Also not sure if table is PART or PARTY.
